In regards to the so-called "Beltway Sniper", we would kindly demand that you cease, without hesitation, your irresponsible efforts to wage relentless war against this individual. He or she is, after all, officially innocent at this time as sufficient evidence of guilt has not been brought to light by your efforts. Until you provide us with conclusive proof that The Beltway Sniper is responsible for any crime, we protest any additional efforts to pre-empt this misunderstood individual's civil rights.

Your department's incessant badgering of this poor individual is abhorrent. Should you not focus your efforts on the attempt to understand WHY he seems to harbor hatred for the persons he is targeting? Perhaps your investigations should focus more on the sniped to find out what they did to the sniper to make him hate them and henceforth deserve the sniping. Your team has so far been ignorant of this angle.

Another important question to be asked would be: Once caught, what do you expect to do with The Beltway Sniper? Would there be sufficient means of comfortable transportation to move the suspect from the scene of the arrest to the police department? Would adequate personal protection be provided for the individual en route? Who would be on hand to verify that his Miranda rights were read clearly and completely? Who would verify that the hand-cuffs were not adversely affecting blood flow in the wrists? How quickly would a taxpayer-subsidized attorney be appointed?

These important issues MUST be settled before your unilateral attack on this gentleman continues. The people of Washington D.C. and the surrounding suburbs are very concerned with the probability that you are misleading the public in order to provide motive for your ferocious pursuit of this person. Our main concern is that by undermining the freedoms of The Beltway Sniper, you will antagonize other snipers who will resort to widespread snipings of an apocalyptic scale.
