SENATOR BAYH... WHY?

A search for "Rice" on Evan Bayh's website returns no (relevant) results. I guess we'll continue to wonder why he joined the other 12 in voting "no" on Condi's confirmation. We had always respected him as one of the more level-headed Democrats. Just curious to hear the rationale for his vote...
