Objective:
To win the hearts and approval of France and Germany so as to encourage them to provide assistance in Iraq and future endeavors in the war on terrorism.

When Richard Holbrook, Kerry's shadow secretary of state, went to Berlin in June in an attempt to grease the skids with Chancellor Gerhard Schroeder, he said that one of Kerrry's first actions would be to invite Schroeder and Jacques Chirac to the White House.
Schroeder reportedly laughed and said, "That's what I was afraid of."
He was afraid, that is, that Kerry would ask for help.
At least Schroeder was candid. Just recently, he elaborated more specifically by gesturing, "We won't send any German soldiers to Iraq, and that's where it's going to remain."
French foreign minister Michel Barnier noted that France had no plans to send troops "either now or later."
